What the package covers
Most Pune developers now quote an “all-in” or “all-inclusive” package. What that includes varies. Before you compare two projects, get each developer to confirm in writing whether the package includes GST, stamp duty, registration, parking, clubhouse membership and possession charges.
GST
- Under-construction homes: 5% GST without input tax credit, or 1% for homes that qualify as affordable housing.
- Affordable housing: priced up to ₹45 lakh with a carpet area up to 60 sq m in metro cities (90 sq m elsewhere).
- Ready-to-move homes with a completion certificate issued before you buy: no GST.
These rates have applied since April 2019. Confirm the current rate with the developer’s cost sheet or a tax adviser.
Stamp duty and registration
Stamp duty in Pune is charged on the agreement value or the government ready reckoner value, whichever is higher. Published 2026 guides put the rate between 5% and 7% depending on the area and the buyer, including metro cess and local levies, with women buyers paying 1 percentage point less. Registration fee is 1% of the value, capped at ₹30,000.
Rates depend on exactly where the property sits, so check the rate for your project on the official Department of Registration and Stamps site at igrmaharashtra.gov.in before you budget.
TDS
If the home costs more than ₹50 lakh, you must deduct 1% TDS from each payment to the developer and deposit it with the income tax department. It is not an extra cost: it is part of the price, paid to the government on the developer’s behalf. But it is your responsibility, and missing it leads to penalties.
Developer extras
- Floor rise: a per-square-foot premium for higher floors.
- View premium: charged for river, garden or city-facing homes.
- Clubhouse membership: for example, ₹4 lakh on one East Kharadi project’s cost sheet.
- Legal and administrative charges at possession: for example, ₹149 per sq ft on the same cost sheet.
- Maintenance advance and society formation charges, usually collected at possession.
- Parking: sometimes included, sometimes sold separately.
A worked example
An illustration for a ₹1.37 Cr package, assuming the package already includes GST and a 6% stamp duty rate applies:
| Item | Amount |
|---|---|
| All-in package | ₹1,37,00,000 |
| Stamp duty at 6% | ₹8,22,000 |
| Registration fee (capped) | ₹30,000 |
| Before floor rise and possession charges | ₹1,45,52,000 |
That is about 6% above the package, before any floor rise, view premium or possession charges. Plan your down payment and loan around the full figure, and use our EMI calculator to see the monthly cost.
This guide is general information, not tax or legal advice. Rates change; confirm them with the developer’s cost sheet and a qualified adviser before you commit.
